As I mentioned earlier, there is no Locke funding deal required. I believe it was just a "kick the can down the road" exercise to appease shareholders or a last resort in the event that the DRC handed over the mining license and made things right.
It's quite clear in this announcement that the first port of call is to follow through with ICC/ICSID and force the DRC to settle as they are not wanting AVZ to mine. AVZ is not going mining in the next 500 years in the DRC. It's also quite clear that Zijin will take over mining duties.
Going by the language of the announcement the attempt is to get a percentage of the last traded share price.
The small funding provision is also indication that AVZ requires the cash to just get some ink to paper and cover costs.
The lack of intervention by Felix also indicates that Cominiere is calling the shots.

IMHO - AVZ will get a payout, distribute to shareholders, Nigel & Co with a golden handshake and GTFO of the DRC once and for all.

Disclaimer* - it's just my opinion and I could be totally wrong, don't hate me.
Who's paying out ? The DRC hasn't got a pot to p1ss in . More like Nigel is going for Roche Dure . IMO

DRC aren't expected to buy their own asset. If Zijin want it and the ICSID say AVZ own it then Zijin will have to pay for it. All fines against DRC will be absorbed into a settlement. IMHO

Given its history of dirty tricks, Zijin might attempt to subtract the amount of its bribes from the final settlement amount. Now wouldn't that make for an interesting conversation haha.

As I see it, both Cominiere and Zijin Mining are locked in a mutual hostage situation.

Neither can extricate itself due to mutual systematic graft and corruption over a long period of time, and the potential consequences of these actions. If they fall out, the whole deck of cards could crumble and ultimately take Mr President-for-life with it.

The DRC needs to negotiate a fair settlement with AVZ while it can in order to avoid a potential total political meltdown when the ICSID rules against them and their corrupt Chinese masters.

Just thinking out aloud.

Is 'paying out' and 'buying the asset' the same thing ?
Paying out would be the amount of damages awarded by the various courts, hopefully we don't need to wait that long to see some of our coin returned. Buying the asset would be a way for the corruption to be swept away and the DRC comes out a winner! I think this is more likely to happen as the shit starts to hit the fan. I just cannot fathom how the USA or the west in general will allow Manono to fall into Chinese control.

A "negotiated settlement", just means they'll settle out of court and drop all proceedings.
Whether that is a settlement to sell the tenement, or retain it sans penalties etc., is still open to speculation imo.

Notice the US seems to be taking a bit of interest in Manolo. I assume they'd love to control the resource for strategic reasons, and also to foil the Chinese.

Dreaming, but if AVZ can either get a mining licence or progress the legal process to a very high level of certainly, what's to stop a consortium of western companies, led by acUS company, backed by the US Govt and including Japan, Korea and Europe, buying AVZ out? Rather than Zijin.

US$3 billion/A$A5 billion, less 25% DRC tax (I understand) means about A$1.25 per share.

US$3 billion is a lot of money, but not really for a generational strategic asset. And to keep it away from Chinese control. And, unlike if AVZ goes it alone, a consortium with that much oomph could push back on DRC corruption enough to actually get a mine up and running.

Hadn't thought of the Saudi's being involved. They could be a good fit. Cashed up to the hilt, looking to diversify from the carbon economy, US/Western leaning and geographic proximity. And their governmental structure means they don't have to play nice. US$3 billion would be a hiccup for them.

I guess the big shareholders that participated in the recent cash injection have been asked to stay quiet. But I'd love to know if they have any goss. (Not implying that they would be more informed than the average shareholder, mind you. ;))
