That's the official (complex) version.

Here is the simplified 10-point (pocket) version:

1. Put mining tenement out to tender
2. Award tender (Note 1)
3. When company finds the motherload, and develops all the necessary precursors for a mining licence, invent a pretext to rescind the licence
4. Rescind the licence
5. Expropriate the tenement
6. Award tenement to a discredited Chinese company without due process
7. Fast-track mining, processing and export licences, again without due process
8. Identify friendly local courts that will make rulings in your favour, regardless of the evidence
9. Deny any wrongdoing, and ignore the rulings of legitimate arbitration courts
