Friday, January 27, 2023-The Head of State, Félix-Antoine Tshisekedi Tshilombo chairs, from his office of the African Union, by videoconference, the eighty-fourth meeting of the Council of Ministers. According to better informed sources close to the Presidency of the Republic contacted by Okapinews.net, this is the last for the government team Sama 1.

Returning to the country after more than a week spent in Europe, Africa and the United Arab Emirates, the President of the Republic returned to Kinshasa on the evening of Thursday, January 26 through Ndjili International Airport.

If the question of the security situation in the East of the Republic is in the foreground, Fatshi returned to complete, this week, the file relating to the reshuffle of the government which he himself had announced at the beginning of January.

Our sources point out that the prime minister has been reporting on downsizing government for more than a week.

“There will be ministers who will be coupled, some will simply disappear.

This, in order to significantly reduce the standard of living of the institutions.


The President of the Republic had already given a strong signal by reducing the number of staff in his cabinet”, says our source.

It is up to him to continue, the size of the Government will be reduced to around 40 members instead of 53 as in the Sama 1 government.

The President of the Republic and the Prime Minister have worked in synergy since the announcement.

The end of the week will be decisive, particularly with regard to the survival of members of the Sama 1 Government team.

Hard to tell if it's her or not from the low quality image. But I would expect all ministers to be attending the council of ministers until the reshuffle is officially announced.

What Felix is saying is that he wants to diversify the DRC economy so it isn't as reliant on one sector. Particularly a sector where he is having to unwind decades of corruption and lopsided deals with China. It is a wise move to concentrate on agriculture by Felix considering the global food shortages caused by disruptions to supply chains and the amount of arable land the DRC has. Sri Lanka was a wake up call to governments all around the world about the need for sensible management of their economy and self reliance. Something politicians in Australia would do well to consider especially with energy imo

Felix sees the problems in the mining industry and is working to resolve them. But there is a process that must be followed and limits to what even the President can do without becoming a dictator. Felix has fired some of his personal advisers and is about to have the ministers accused of corruption by the IGF removed from government. He has also tackled unfair contracts that have benefited China over the DRC. He didn't have to do any of this. I understand people's frustrations and we would all love to see imminent progress for AVZ. But I'm not sure what else you guys think Felix should be doing right now.

With global food shortages already and forecast, it is a wise decision to focus on agriculture.
Sri Lanka should/would be a wake up call if politicians the world over were paying attention and not so pre-occupied funneling taxpayer money into their pockets (Australia included), all countries should at least be able to feed themselves with a robust agricultural industry and have enough critical minerals to be able to sustain or trade in unforeseen times i.e energy. This is a good move by Felix.

Australia is a baffling case, we have an abundance of gas, we have oil, we have critical minerals to the moon. We should and could be a much larger player on the world scene if our governments past and present use some foresight and planning that spans far past a four year term and of course their own interests.

I must admit I'm leaning more towards the Felix isn't delivering and hasn't delivered side of things. He has had years to move, to do something in regard to the criminals. Only recently is that happening, this is probably likely do to the fact you can only do so much when your swanning around the globe telling everyone DRC is the 'answer for new energy minerals' and 'we are open for business'

That is an absolute crime in my eyes, the one company with the biggest hard-rock deposit in the world is in his backyard, what an opportunity to get this rolling and showcase to the world 'we are open for business', why on earth did he miss this glaringly obvious chance to use Manono as his prize gem in the mineral crown of the DRC the 'answer to EV needs'.

Many of us thought this was finally happening when it was announced we were the only miner/aspiring miner to be included in the battery council of DRC, then in a presentation Serge mentioned we need the ML promptly, cue Felix the prick smirking, yes smirking while all this shit has hit the fan since then, all the while mind you he was trying out the delicacies in Europe, the Americas and the Middle East.

So with that in mind WTF Felix, you had a great opportunity to have Manono under your wing and use it to showcase DRC is open for business, 'look at how well Manono is going with an Australian company running the show'. But nah, he missed the obvious promotional gimme, he missed the rampant corruption, he missed the battery council opportunity, he missed the IGF report, Jules had to go on TV to bring it into the light along with reporters. The comatose pace which he moved on that pearl doesn't scream 'I'm against corruption'.

But yes recently there has been some movement. Some.
He has got rid of some corrupt advisors and he has recently reshuffled his own cabinet with Lukondes cabinet to follow (if he is true to his word, Loando and Kayinda will be gone, as too the agriculture minister) I have little faith in him to do all that is needed only due to his performance to date. Cominere too have had their DG and another arrested but are still playing games as we saw with the ICC case.

He also looks to be pivoting away from dependence on Chinese money, with his U.S, Middle East and Japan trips MOUs and special handshakes. Which is certainly a good strategy that will benefit the people of DRC.

Imminent progress for AVZ would have meant we would be mining in Q3. We are way, way past imminent, R.I.P imminent *died suddenly*

(Simplistic yes but you get the gist)
Felix could order progress on the ML within the week for example, he could ask for a ruling over the percentages from lawyers/IGF/MOM and then once the 'experts' have got back to him order the ruling be made by the courts, he could then finalise discussions on 15% with AVZ. He could realise that Manono could be a huge mine for his presidency and the people of not just Manono but the DRC.

I agree with a lot of what you say but give Felix a bit more time. This is the action we have been asking for. Still won't guarantee progress for AVZ but the roadblocks are being removed just like Nigel said was happening at the AGM.

Yes Felix could wave his magic wand and grant us the licence now via presidential decree. But that could open AVZ up to problems about perceived favouritism down the line under a different government.

He is sending a message to the incoming ministers that corruption will not be tolerated. If the shitshow around Manono continues after this reshuffle then he will have more of a legal basis to personally intervene in the situation imo

If the change of government yields no positive outcome for AVZ and Felix still refuses to act then we will be in serious trouble. Whether through incompetence or sinister motives.

But I'm willing to give Felix the benefit of the doubt that he is serious about fighting corruption and he will do everything reasonably within his power to bring the key deposit for his battery industry plans online.

He couldn't clean up corruption that happened in 2021 until after the events took place

He is acting on the IGF report and removing the roadblocks imo

IGF report has been sitting on his lap for 7/8 months.

RD could of been half constructed in that time frame....;)

RD could of been producing by the time the elections started....;)

FT has been in office for 4 yrs now, to be honest, i am not sure what he has actually accomplished in that time frame from the reports that i read.

You guys are absolutely delusional to think the level of corruption that felix is dealing with can be stamped out in a couple of years. It's systematic and engrained in the culture. Investing in the DRC has always been high risk, high rewards. Make fucking peace with it, cause that's the way it is.

All you have to is look to the USA and the mafia run cities during the 70's and 80's to see how long it takes to stamp out corruption.

This shit takes time, however I do believe the DRC is moving in the right direction.

Prime Minister Sama Lukonde completed his stay in Haut-Katanga province.

The exchanges between the head of government and these hosts focused on several points, including concerning the possible small turbulence that could occur during this electoral year.

"He [the Prime Minister] told us that the perceptuals of the future are happy and we have to calm down.

We have to pay attention to the small turbulence that generally characterizes the electoral years, but that things are under control and that we must be calm, "said Filbert Kunda Milundu of the Katangaise Foundation, at the exit of the meeting with Sama Lukonde.
