Too much corruption in mining, so instead of sticking to my promises of cleaning it up, I'll just turn a blind eye while the DRC riches are stolen and focus on agriculture and digital.

What Felix is saying is that he wants to diversify the DRC economy so it isn't as reliant on one sector. Particularly a sector where he is having to unwind decades of corruption and lopsided deals with China. It is a wise move to concentrate on agriculture by Felix considering the global food shortages caused by disruptions to supply chains and the amount of arable land the DRC has. Sri Lanka was a wake up call to governments all around the world about the need for sensible management of their economy and self reliance. Something politicians in Australia would do well to consider especially with energy imo

Felix sees the problems in the mining industry and is working to resolve them. But there is a process that must be followed and limits to what even the President can do without becoming a dictator. Felix has fired some of his personal advisers and is about to have the ministers accused of corruption by the IGF removed from government. He has also tackled unfair contracts that have benefited China over the DRC. He didn't have to do any of this. I understand people's frustrations and we would all love to see imminent progress for AVZ. But I'm not sure what else you guys think Felix should be doing right now.

4th regional seminar on budget transparency in sub-Saharan Africa:
Jules Alingete presents on the sell-off of mining assets in the DRC

The fourth regional seminar on budget transparency in sub-Saharan Africa ended on Friday, January 27, 2023 in Cameroon.

Delegates from several countries reflected for three days on the theme "Promoting transparency in public finances through audit control".

The Inspector General-Head of Service Jules Alingete was invited by the International Monetary Fund (IMF), to share with the participants his experience in the fight against corruption in the Democratic Republic of Congo.

At the head of a strong delegation from the General Inspectorate of Finance (IGF) in YaoundƩ, Jules Alingete talks about mining contracts and the need to set up financial patrol in African countries.

At the opening ceremony chaired on Wednesday by Cameroon's Minister of Finance, Louis Paul Motaze, the European Union ambassador to that country maintained that "control and audit are two essential tools in the management of public financeā€.

The disillusioned Congolese state

In his presentation, Jules Alingete revealed that in almost all the partnerships concluded with private parties, the State's share is less than 20% while it provides the deposits.

"People who have benefited from the mining assets of the Democratic Republic of the Congo for free, and as they know that it was a big sell-off and a fraud, they did not bring the financial means to start the exploitation.

These people simply held the securities and went to international markets to raise funds which were used for activities in other countries.

Today, almost all of the partnerships concluded with private parties consist of less than 20% of the shares for the Congolese State, while it is the Congolese State which provides the bulk, namely the deposits", a- he castigated.

He continued that this 20% was reduced by the boards of certain joins.

ā€œThe next element is the permanent reduction of the state's share in the capitals of incorporated companies.

In addition to the fact that the State did not have significant shares despite the fact that it provides the most significant means, it was noted that each time, we were in the process of making boards of directors to take decisions which are likely to reduce State participation.

On this day, we have joint ventures where the state's participation has fallen from 20 to 5%,ā€ said Jules Alingete.

The boss of the IGF cited among other examples, TFM and Sicomines.

"The particular case that we could mention here is the case of the company TFM, which was initially an American company, which was subsequently sold to the Chinese, which has very large deposits but whose Congolese State does not today has only 20% of the shares in the share capital.

We also have the case of Sicomines, which is a contract with Chinese companies which consisted in the Congolese State being able to sell mines in return for infrastructure, ā€œhe illustrated.

Transport: DRC, Zambia and Angola sign an agreement for the facilitation of the Lobito Corridor

The Ministers of Transport of Zambia, Angola and the DRC signed, Friday, January 27, 2023, the tripartite agreement for the facilitation of the Lobito Corridor.

This signing ceremony between these three personalities took place in the province of Benguela, Angola.

The signing of this agreement is part of the objective of facilitating the development of the Lobito Corridor, a question of developing this sector.

By this act, the three countries, through their respective governments, aim to improve their economies, allowing the promotion of initiatives that take advantage and benefit the populations in general, in particular those covered by the Lobito Corridor and offering a more effective and efficient between Angola, DRC and Zambia or by land or by sea.

The Lobito Corridor extends from the port of Lobito located on the Atlantic Ocean and crosses Angola from west to east through the provinces of Benguela, Huambo, and Moxico.

It covers the mining areas of Katanga province in the DRC and the Copperbelt in Zambia.

The signing of the Corridor Governance Instrument will create a framework for the three SADC Member States to jointly develop harmonized corridor laws, policies, regulations and systems and will foster infrastructure development, in a coordinated and consistent with SADC treaty, protocols and development frameworks.

GO AVZ!!!!
Because Nige and the crew are working so incredibly hard for the benefit of shareholders I've taken it upon myself to assist the team by writing up the pending ASX announcement for them

Wanted to be pro-active and helpful and not just be seen as whinging or complaining about the current situation

I agree with a lot of what you say but give Felix a bit more time. This is the action we have been asking for. Still won't guarantee progress for AVZ but the roadblocks are being removed just like Nigel said was happening at the AGM.

Yes Felix could wave his magic wand and grant us the licence now via presidential decree. But that could open AVZ up to problems about perceived favouritism down the line under a different government.

He is sending a message to the incoming ministers that corruption will not be tolerated. If the shitshow around Manono continues after this reshuffle then he will have more of a legal basis to personally intervene in the situation imo

If the change of government yields no positive outcome for AVZ and Felix still refuses to act then we will be in serious trouble. Whether through incompetence or sinister motives.

But I'm willing to give Felix the benefit of the doubt that he is serious about fighting corruption and he will do everything reasonably within his power to bring the key deposit for his battery industry plans online.
Time the thing both he and us are running out of.
If Felix would have treated this situation hie it should have been handled we would be well on our way to mining if not already, a huge dropped ball imo.

To add to that his movement on the IGF report is shockingly slow, how on earth is Kayinda still walking free. I have no faith he realises or understands the positives this mine will bring him and his country.

Agreed if the Change that's coming doesn't help we are in trouble and should probably try start an auction on it. Unfortunately the position each and everyone of us is in like it or not, we have no choice but to wait/give him time. The same goes for our board.

Hopefully the changes are made, the block is cleared and we can make meaningful progress towards mining šŸ™

You guys are absolutely delusional to think the level of corruption that felix is dealing with can be stamped out in a couple of years. It's systematic and engrained in the culture. Investing in the DRC has always been high risk, high rewards. Make fucking peace with it, cause that's the way it is.

All you have to is look to the USA and the mafia run cities during the 70's and 80's to see how long it takes to stamp out corruption.

This shit takes time, however I do believe the DRC is moving in the right direction.
I don't think anyone here is demanding corruption be fully stamped out within a few years, as yes that's delusional.
My bone to pick is the issue of the absolute utter shitshow around Manono. It's a who's who of cunts, Cong, Mupande, Eckhof, Zijin, Kayinda.

This should have been the poster boy to show off the success foreign investors can have in the DRC. Instead, we have literally everyone who's corrupt jumping all over it trying to get a percentage, to get a cut, to get half our tenement. This wouldn't have happened if Felix would have seen the opportunity for what it is, as obviously the corrupt would have seen the big boss is involved and moved on to other things.

Its the lack of movement until the last year of government and the slowness of any movement as its almost imperceptible.

Of course, this takes time, thanks to Kabila corruption is literally seen by many politicans as normal behaviour. There was that politician early on in Felix's reign who bought himself a house with state funds and was astonished when he was given the boot, I had a good laugh at that.

I do believe the DRC is heading in the right direction too. Although fuck me the issue around Manono was handled terribly by the Government.
Hopefully this reshuffle weakens Mupandes position enough that he goes or gives us the ML begrudgingly, Kayinda and Loando gone too as we want the trash gone so they cant continue the hold up BS once we have the ML.

Yeah that's the plan B timeframe imo

I don't really have a set date for when the licence should be registered by. Unlike Nigel and some posters here I think it's unwise to give predictions that I can't back up.

But this shitshow has gone on long enough and I expect things to start moving rapidly from here or for Felix to issue a presidential decree if there are any more bullshit delays.

I'll go as far to say that if we are still in suspension on April fools day then the joke will most likely be on us. But he who laughs last, laughs loudest imo

ā€Digitalā€ can mean so many different things. If he’s talking about research, development, and high and tech services, well that’s not happening as the infrastructure and educated human capital does not yet exist.
If he’s referring to investment in infrastructure and technology literacy then it makes far more sense. And yeah, electricity…

A digit can be also a finger, so digital work could be finger work, a bit like finger food.
It could be a Google thing. Sometimes things get lost a little in translation.

Also the Pope is in the DRC with his Pope Mobile from 31/1 to 3/2 and that has priority over the ML.
But the Youtube of the council meeting is interesting from about 3.14.

Never a dull moment in the DRC.

Don't allow the DRC to make your life an emotional roller coaster, there are better things to enjoy. (Like my fucking keyboard playing up)
Too many actors playing silly games in the DRC, as well as OZ, China, Europe and the US, such is life.
