State companies will never be subject to any predation, reassured Tuesday in a tweet the Inspector General of Finance (IGF), Head of Services of the Democratic Republic of Congo (DRC) head of services.

“State enterprises will never be subject to any kind of predation.

The financial patrol of the IGF will always watch to block the road to anti-values in order to realize the vision of the President of the Republic, Félix Antoine Tshisekedi, for the financial recovery of these public entities”, declared Mr. Jules Alingete.

"The IGF, which is responsible for ensuring the proper execution of laws and regulations in the management of public funds, will continue to play its role as necessary", also promised Jules Alingete.

Since his appointment as head of the General Inspectorate of Finance, Jules Alingete has given meaning to this institution specializing in the control of financial management in the public sector.

To the credit of Jules Alingete, there are several investigations initiated in public companies which have resulted in legal proceedings against several public officials.

The most recent is the Mines Against Base Infrastructure Agreement signed in April 2008 between the Government of the Democratic Republic of Congo and the group of Chinese companies commonly known as the “Chinese Contract”.


A decree of the Prime Minister fixes the advantages of the agents

On April 12, 2023, Prime Minister Jean Michel Sama Lukonde signed a decree modifying and supplementing decree number 13/056 of December 13, 2013 on the status of public officers in public establishments, the rights and benefits of active public officers and non-active as well as the fixed allocation of auditors in public establishments, fixed by the decree of the Prime Minister deliberated in the Council of Ministers on the proposal of the relevant ministers.

“The active public officer benefits, during the exercise of his mandate, from certain social advantages in respect of which accommodation, a company vehicle, an allowance for installation costs and an exit allowance”, specified the decree.

According to the same provision, when the mandate ends in accordance with art. 22 of the decree under review, active and non-active public officers are entitled to an exit indemnity equal to 6 months of the last monthly remuneration or monthly function indemnities or the fixed allowance as the case may be.

Well it's safe to say no decision will be made re Manono until that trip is completed . Could also be one reason why Zijin delayed ICC . I wonder if the largest /richest lithium deposit on the planet comes up in conversation ? Some encouragement perhaps for Felix to make the right decision . You couldn't script this sh1t show to be any worse if you tried . Here's Nigel in the DRC busting his f--king balls ,with no luck, trying to make contact with Felix while Felix jumps on his Jet , flys 11,267km to meet with the CCP . Plan B Nige

@wombat74, I agree with you that any progress on this will be after FT's China visit. I also expect meetings with Zijin and CATL on the sidelines. A compromise will be worked out. AVZ wants ML, Americans want Li and don't want everything to go to China, Zijin wants to save face, DRC wants development and tax money and FT wants to get re-elected.

What's your reasoning?

A big deal with the DRC right now is them renegociating mining contracts with the Chinese. I'd imagine some personal diplomacy is in order before asking for more money from all their contracts.

I can't see any need to visit china to sort out Manono, especially since their only interest is a 15% illegally attempted grab.

A big deal with the DRC right now is them renegociating mining contracts with the Chinese. I'd imagine some personal diplomacy is in order before asking for more money from all their contracts.

I can't see any need to visit china to sort out Manono, especially since their only interest is a 15% illegally attempted grab.
China have made no effort to conceal they want to control the worlds rare earth and critical minerals, which includes lithium. They have been buying up lots of mines from very early on. They wouldn't want one of the worlds biggest deposits not under their control would they? They don't really care about fair or legal. Whatever it takes is more like it.
