I took it as he was trying to flesh-out (not to be confused with the popular fleshlight) the idea/reality that PR05 in his wisdom (insert sarcasm) has appointed those two dickheads to fix the colossus of a mess they have created. Time is ticking, ICC and ICSID approach's mmmmmmm ICSID.
He is aware we want justice, he is also aware that's not a DRC pastime, they much prefer bribes and keeping their populace in poverty. So in my braincell deficient opinion I think he was trying to in essence say/highlight we will need to deal with Corruptomiere and they will HAVE to deal with us too (as they are broke and we have ROFR in the JV), kinda obvious to many here but he is a reporter, so he is bringing the news to those unaware.
He is definitely not against us, but he is definitely for DRC. Franck on the other hand, has a special dislike for Chinese companies in DRC, Francks good, be like Franck

Kiki and Franck are good people.
They aren't pro AVZ, they are pro DRC and they will always care about the interests of the DRC first.
AVZ just happen to be good for the DRC so we have their support for now, and thank god for them to be honest.
But they will cast a critical eye on our goings on there, as they should.
One thing that suprised me is that they wern't bribed by Zijin to shut up.
Remember that Kas fellow? He was very pro AVZ, but one day turned 180 on us.
I suspect he was offered something, and if so you know I wouldn't blame him, there's SO much poverty over there.
I don't mean to cast a bad light on him, it's just something I wondered about.

That’s nice that he wants more for the DRC. By extension it also means that the DRC should ignore its own laws, both legislative (mining code), and contract law (the JV).
He’s actually undermining the idea of rules/based order and (presumably) inadvertently providing cover for those who want to break the rules for their own corrupt purposes.
He needs to either pull back from this nonsense, or advocate for changes to the mining code.

Just to remember...
The average Congolese person is 500% more patriotic pro DRC than the average Australian is pro Australia.
Insulting their President, or their leaders is seen in a different light than us writing against our PM, or our ministers.
The DRC is a very young nation, fighting for its independence, still is, and yes as part of that with corruption.
The Congolese are very passionate in everything they do, even their patriotism.
Not understanding this, while investing in countries like the DRC is not smart.
Maybe some could take some history classes this weekend about the DRC to help shaping their understanding of that country and its population.
