The only aspect of the ICSID case that Felix and the other DRC lowlife have to fear is the monetary penalty imposed on their country, not them personally. Exposure of their corrupt actions will not influence them in any way. They see a different reality to us in this space, it is the norm, they will not be embarrsed as they just see it as a way of doing business. They also don't give a flying f#ck if their country is asked to pay $US10 billion in penalties. Means little when you are sipping cocktails in a safe-haven on a sunny afternoon in some corruption friendly backwater.
