This is the expanded explanation of the above bullet point from the linked PDF for Memorandum M-25-22.Just got a chance to have a look at a bit of this and in the linked PDF "fact sheet" it has this bullet point.
•Use of American AI will be maximized when seeking new AI solutions
So "new A.I. solutions" mean our current partnerships should be good?
And "maximise" doesn't exclude us, but may make Future/further penetration into the US markets harder..
c. Maximize the Use of American-Made AI. Executive Order 14179 recognizes the
importance of American AI development to promote human flourishing, economic
competitiveness, and national security. Consistent with applicable law, it is the policy of the United States to buy American and to maximize the use of AI products and services that are developed and produced in the United States.
But fear not, as least for military (this EO only applys to government procurement anyway) it looks like they've added an "AKIDA clause"

d. Applicability to National Security Systems. This memorandum does not apply to AI
acquired for use as a component of a National Security System.
(That excerpt precedes the previous one, in the document).
I haven't read the whole thing in detail, or the other memorandum.
